Miasto jest obszarem wyrażającym stopień kultury, osiągnięty przez społeczeństwo. Spełnia funkcje pracy, mieszkania, wypoczynku i komunikacji. Budowanie miasta wymaga określonych nakładów dóbr i wartości. Po 1989 roku ustawowe wyposażenie gmin we własność, miało zabezpieczyć wykonywanie zadania publicznego państwa i gmin jakim jest, między innymi, budowanie i utrzymanie tkanki miasta. Miejski plac - własność publiczna, a także podwórko – własność prywatna, lub użytkowanie wieczyste, w zabudowie wielorodzinnej wspólne, jako wnętrza urbanistyczne miasta zasługują dzisiaj na partycypację społeczną. Gospodarowanie własnością publiczną, działkami gruntu w obszarze miejskim, wymaga transparentnych przepisów i prognozowania – antycypacji przydatności gospodarczej i społecznej, tak aby możliwe było sprawdzenie i rozliczenie osób prawnych, materialnie odpowiedzialnych za powierzony im majątek.
Building cities requires large amounts of resources, especially tangible assets. State and municipal propriety is supposed to secure the implementation of such public duties. Carrying them out determines the quality of the residential environment – our health and satisfaction. Public square and even private backyards, is an expression of the nation's culture in all its forms, and so worthy of anticipation. Cities’ quality architecture is built on thoughtful and comprehensible legal and administrative information. Participation in shaping and evaluation of the way in which the common property is administered is an inalienable citizens’ right.
