Large-span/supraregional planning is playing more and more important role in EU countries due to the necessity to coordinate actions in the scope of spatial development on the global and Community scale, in border areas and in regions.The spatial development law effective in Poland does not take into account the European output in the scope of integrated planning of cities and metropolitan areas on the regional scale. This is an obstacle for effective, integrated management of their development. Regional policy of social and economic development is not closely connected with spatial policy and with sector policies. Province self-governments do not have relevant authorities in the scope of coordination of urban development. Up to the present, there have been no legal provisions supporting the integrated approach to urban development at all levels of management and planning, regulating the issues of revitalization of degraded/crisis areas and regulating planning and management of metropolitan areas. The most important recommendations concerning the management of spatial development of cities and metropolitan areas on the regional level, addressed to the entities responsible in Poland for forming legal regulations, institutional structures and principles of planning are as follows: - For the purpose of coordination of sector policies, for a province and a metropolitan area there should be one planning document - of a strategic character, from territorial point of view, taking into account social, economic, ecological and spatial aspects of development; - For the planning of development and revitalization of cities on the regional level (province, metropolitan area), integrated approach is required, both in methodological and organizational aspect; Modern participation and partnership methods should be applied in the planning process in order to enable governance. - An integrated plan of province development should be the basis for preparing a province operational plan of regional development (taking urban issues into account) as well as a program of spatial development of the province in the scope of elements integrating province space (including, among others, the system of cities); - It is necessary to organize a consistent and integrated institutional system capable of management of development of cities and metropolitan areas.
