W systemie aksjologicznym Rady Europy (RE) oraz Unii Europejskiej (UE) zostały wypraco- wane standardy dotyczące samorządu terytorialnego. Dokonano tego za sprawą idei federalizmu, których istotą był możliwie pełny samorząd, kooperatywna autonomia, demokracja, władza bliska obywatelowi, partnerska i jemu służąca, oraz integracja regionalna (tzw. Europa regionów). War- tości te, rozwijane z biegiem lat, stały się wspólne i dla RE, i dla UE. W działalności Rady Europy od zawsze widoczne były starania na rzecz promocji demokracji lokalnej1. Z kolei działania na rzecz większego zaangażowania obywateli w projekty europejskie RE uważała za swoją główną funkcję. Celem niniejszego opracowania jest przedstawienie roli Kongresu Władz Lokalnych i Regionalnych Europy we wspieraniu samorządności terytorialnej państw członkowskich RE. Stanowi on bowiem wyspecjalizowaną instytucję reprezentującą samo- rządowe władze lokalne i regionalne oraz realizującą funkcje opiniodawcze i doradcze. Fakt ten sprawia, że pomimo swoich dość ograniczonych kompetencji CLRAE odgrywa ważną rolę w roz- woju międzynarodowej współpracy samorządowej.
The article presents the institutions of Congress of Local and Regional Authorities of the Coun- cil of Europe (CLRAE). Its role is to promote local and regional democracy, improve local and re- gional governance and strengthen authorities’ self-government. CLRAE brings together represent- atives of local and regional authorities, representing a total of over 200 local governments from countries states Council of Europe. This fact makes it despite its relatively limited competences (mainly advisory), the Congress plays an important role in the development international coopera- tion of local authorities. Since it was set up, the Congress has drawn up a number of international treaties, including the European Charter of Local Self-Government, which has become the international benchmark in this field, laying down common European standards protect local authorities’ rights. The Congress conducts regular monitoring visits to all member states to appraise their implementation of the European Charter of Local Self-Government. After these visits the Congress sets out conclusions in its monitoring reports and adopts recommendations which the governments are required to follow, as well as resolutions with a view to improving the governance of local and regional authorities.
