In Hungary there has been an ongoing discussion on the public service tasks of the state and of the local governments for several decades. The discussion includes the demands rightfully set by the citizen on a well-established basis, and also the institutional, personal and budgetary conditions of meeting those demands. The present paper deals with the necessity of the comprehensive reform in progress, with the results of preparatory research and with the main considerations of the expected new regulation.
