This paper proposes an algorithm of the contrast enhancement of the retinal fundus images using regional histograms. The proposed method is extracting the background of the retinal area firstly, then dividing it into several regions according to their illuminations. Lastly, we adjust the illuminations in each region and enhance the image contrast. We show the effectiveness in extracting blood vessels.
