In this paper, an improved SAI preconditioner is proposed to efficiently solve the EFIE system based on a new set of higher order hierarchical basis functions, which is accelerated by MLFMM. Numerical experiments with a few electromagnetic scattering problems for open structures are given to show the validity and efficiency of the proposed SAI preconditioner.
