In this study, to realize a platform independent netvideo architecture, the H.264 AVC standard was chosen as a common communication language inside a cascaded net-video system. And then, a novel load-balancing dispatching scheme was proposed and mathematically discussed to overcome the native bottleneck problems of the system.
