Auf einer internationalen Ebene hat es sich durchgesetzt „das Ergebnis von Prozessen und/oder Faktoren, die Partizipation an der Zivilgesellschaft versperren“ (Pratt 2000: 751) als ‚sozialen Ausschluss‘ zu verhandeln, d.h. als ein problematisches soziales Phänomen, das nicht nur über einkommensbasierte Armutsindikatoren zu erfassen ist, sondern darüber hinaus weitere Dimensionen, wie etwa einen mangelnden Zugang zum Arbeitsmarkt, zu politischen Prozessen oder gar zum legalen Rechtssystem — zumindest jenseits des Strafrechts — umfasst.
