Summary
The author makes the case that, in the German speaking area, media policy has more often been realized as governance and less as government. Nevertheless governmental and above all party political actors dominate in regulating procedure of public communication. This ›replacement policy‹ within media policy has anticipated the emergence of civil society actors and the development of a culture of responsibility on the part of the media sector. Furthermore a development of an adequate competence in media on the side of members of the society has not taken place.
Considering the Anglo-Saxon discussion the author deals with different forms of governance as new media political concepts of regulation.
