Auf EU-Ebene wird zur Zeit eine Neuregelung der Solvabilitätsvorschriften diskutiert.1 Ziel der Diskussion ist es, Modelle und Verfahren zu entwickeln, die die speziellen Risiken der Versicherungsunternehmen adäquat abbilden, und darauf basierend EU-weit einheitliche Vorschriften über die Aufsicht von Versicherungsunternehmen abzuleiten.2 Zu diesem Zweck wurde im Jahr 2000 von der Europäischen Kommission bei KPMG eine Studie in Auftrag gegeben, die grundlegend die verschiedenen Methoden zur Ermittlung der finanziellen Lage von Versicherungsunternehmen aus der Sicht der Aufsichtsbehörden erörtert.3
