Die Herausforderung, aber auch die Schwierigkeit bei der Entwicklung von Anforderungen an interne Modelle besteht in den konkurrierenden Zielen, dass einerseits die Modelle die bei den Unternehmen verwendeten und individuell ausgestalteten Risikomodelle sein und die individuellen Risiken des Versicherungsunternehmens abbilden sollen, andererseits die Anforderungen eine ausreichende Vergleichbarkeit der Modelle zwischen den Unternehmen und damit auch eine Vergleichbarkeit der Qualität der Berechnungsergebnisse sicherstellen sollen. Einigkeit besteht darüber, dass Anforderungen an interne Überwachungssysteme unternehmensindividuell auszurichten sind und daher nur den Rahmen setzen können.268
