Rechtliche, ethische, sozio-kulturelle und organisatorische Aspekte spielen eine relevante Rolle bei der HTA-gestützten Entscheidungsfindung und dürfen daher nicht außer Acht gelassen werden. Allerdings ist festzustellen, dass dies trotz gegenteiliger Forderungen nur unzureichend in die Praxis umgesetzt wird. Insbesondere sollte eine systematische Informationsgrundlage für die Berücksichtigung dieser Aspekte geschaffen werden, was entsprechende Ressourcen und Kompetenzen voraussetzt. Es wird ein pragmatischer Ansatz vorgeschlagen, der eine Berücksichtigung rechtlicher, ethischer, sozio-kultureller und organisatorischer Implikationen und ggf. Priorisierung auf der Basis von Fragenkatalogen bereits in der Planungsphase eines HTA vorsieht. Hieraus können sich Anhaltspunkte für zielgerichtete Literaturrecherchen und eventuell aufwändigeren Erhebungen ergeben.
Legal, ethical, socio-cultural and organisational aspects may play a decisive role in HTA-supported decision-making and, therefore, should not be left unconsidered. However, these aspects are not regularly discussed in practice. In contrast to current practice, a systematic information basis for these aspects should be created which calls for suitable resources and adequate skills. A pragmatic approach for inclusion of legal, ethical, socio-cultural and organisational aspects into HTA projects in the planning phase is suggested. This could be accomplished on a routine basis by means of systematically developed questionnaires. The results may be used for priority-setting and hence specific literature searches or even more elaborate approaches, such as qualitative studies and surveys.
