Praca dotyczy nowych uwarunkowań rozwoju polskiego rolnictwa po wejściu do Unii Europejskiej. W dużym stopniu wyznaczają je obecnie cele i zasady Wspólnej Polityki Rolnej. Jej działalność opiera się na znacznym subsydiowaniu rolnictwa krajów członkowskich. Ułatwia to funkcjonowanie gospodarki żywnościowej na jednolitym rynku wewnętrznym Unii Europejskiej i na rynku światowym. Dla osiągnięcia zamierzonego celu badawczego zwrócono przede wszystkim uwagę na konieczność zmian w polskim rolnictwie, a w tym na jego restrukturyzację, modernizację, zmniejszenie zatrudnienia, wzrost wydajności produkcji, wprowadzanie nowych odmian zbóż, nowych ras hodowlanych, a także wzrost poziomu wiedzy rolniczej. Działania te oraz zastosowanie mechanizmów pomocowych wynikających ze Wspólnej Polityki Rolnej, takich jak: dopłaty bezpośrednie, ceny interwencyjne, odpowiednie relacje cenowe, a także środków z funduszy strukturalnych, na których opiera się unijna polityka strukturalna, niewątpliwie wpłyną na wzrost konkurencyjności polskiego rolnictwa w ujęciu regionalnym, a także światowym.
The paper presents the new development conditions of the polish agriculture after the accession to the European Union. The important role for polish agriculture has now the goals and the principles of the Common Agriculture Policy. CAP activity bases on the subsidizing of the membership countries agriculture. The author in the article focuses mainly on overcome of development barriers in agriculture, restructurization and modernization, rural infrastructure, increase of effectiveness, the mechanism of aid, direct surcharge, stabilisation of purchasing price, the intervention price, the price relations, the profitability of agriculture production, the increase of credit credibility, the level of agriculture production support, agrarian and environmental program, increase of production, new modification of cereals, efficiency of raising race, increase of agriculture knowledge level, improve of agriculture competitiveness, sustainable development, structural funds. New countries with Poland entering the Union, as a consequence of its enlargement, certainly introduce new accents to the development of the EU, involving both its priorities and their implementation. The economic situation will stimulate the political integration. At the same time, not only governments, but whole societies will exert the pressure to introduce reforms in those countries that slow down progress. Therefore, the first decades of the XXI century will witness deep transformations in Western Europe.
