W artykule, na podstawie zbudowanej bazy danych szczegółowych na temat wydanych w Polsce świadectw efektywności energetycznej (białych certyfikatów) dokonano analizy krajowego systemu wspomagania przedsięwzięć z zakresu efektywności energetycznej. Baza obejmuje 4440 rekordów od początku istnienia krajowego mechanizmu białych certyfikatów (2013 r.) do końca 2018 r. Zaprezentowano i krytycznie omówiono trendy ilościowe (liczby wydanych świadectw oraz sumaryczne oszczędności energii pierwotnej i finalnej) w podziale czasowym i geograficznym. Przedstawiono efekty funkcjonowania dotychczasowego systemu wydawania świadectw oraz pierwsze doświadczenia po zmianie wynikającej z nowej ustawy o efektywności energetycznej.
In the article, on the basis of the database on energy efficiency certificates (White Certificates) issued in Poland, an analysis of the national system for supporting energy efficiency projects was made. The database includes 4440 records from the establishment of the national White Certificates Mechanism (2013) until the end of 2018. Quantitative trends (the number of certificates issued and the total primary and final energy savings) in time and geographical distribution were presented and critically discussed. The paper presents the effects of the existing system of issuing certificates and the first experiences after the amendment stemming from the new Polish Energy Efficiency Act.
