The aim of the discussion was an attempt to illustrate the stance of central Polish authorities and local centers on the methods and means of seizing power in the areas of Cieszyn Silesia and Upper Silesia at the time when the final territorial affiliation of these areas was still undetermined. The nature of actions undertaken by the Polish authorities within the above mentioned areas evokes many controversies and questions up to this day. The constraint imposed on the organic statute defining the autonomy of the Silesian voivodeship in the form of an imprecise specification of its effective date necessitated immediate actions, taken by the local political representations. Their scope was dependant on specific formal and legal capabilities, so much different for both of the mentioned areas. That led to collisions with official government circles, which very often did not possess a sufficient knowledge about the state of affairs in Silesia. From the other hand, it was an emanation of political relations de facto developed in the Polish state after restoration of its independence, which were also spreading on the areas aspiring to be included in the state. It should be emphasized that the specificity of both regions, after all so distinct from each other, varied also from other Polish regions in a significant manner.
