This article presents a diagnosis and assessment of selected aspects of HRM in independent public health care facilities. Attention is directed at systemic factors influencing the shape of management in public health care facilities in attempting to assess these elements. Empirical evaluation is based on research conducted over the years 2003-2008 in the Podlaskie Voivodeship.
