In this paper, we describe WiLo, a Rate Determination Algorithm (RDA) for HTTP Adaptive Streaming (HAS) applications. We demonstrate that WiLo delivers stable video output and avoids buffer starvation, even in highly dynamic wireless networks where existing algorithms often struggle.
