In this paper, we work mainly on character recognition. First, we decompose the plate characters by framelet and select the transform coefficients using wrapper method as the character features, then send them to BP neural network for recognition. The authors provide optimized local trigonometric bases with nonuniform partitions which efficiently compress trigonometric functions. Numerical examples demonstrate that in many cases the proposed bases provide better compression than the optimized bases with uniform partitions obtained by Matviyenko.
