The objective management system for oil production plant is built first; Then an energy evaluation system on base of energy technical efficiency, economic efficiency of energy and energy efficiency is constructed in multiple levels; Finally, a AHP-fuzzy comprehensive evaluation model is setup to evaluate the situation of energy-saving for oil production plant qualitatively.
